CHANGES TO THE TRADEMARK FEES IN RUSSIA
On September 23, 2025, the Government of the Russian Federation approved Resolution No. 1459, amending the current Regulation on Patent and Other Fees (approved by Resolution No. 941 on December 10, 2008). These changes will directly affect both trademark owners and those planning to register their marks. The resolution comes into force on October 4, 2025.
The document introduces changes to the amount of the official fees for trademark examination and renewal. From now on, there will be an additional fee for each extra item on the list of goods and services over 10 in each class during the filing and renewal stages.
Before the changes were introduced, the official fee for the filing stage was 17 000 rubles for one trademark application in one class and an additional fee of 3 500 rubles for each extra class. Similarly, the renewal fee was 22 000 rubles for a trademark under five classes with an extra fee of 2 000 rubles for each additional class above five.
With the new fees, it is not only the number of classes that matters, but the number of goods and services as well: 500 rubles will be additionally charged for each extra item of goods and services above 10 in each class.
According to the Russian Trademark Office, the new rules are aimed at helping the businesses and regulating applicants who register trademarks with no intention to use them for the full list of goods and services claimed, thus forcing other applicants to either purchase their approval to file new trademarks or resort to non-use cancellation in court.
